Who owns the compute

Mistral raised three billion euros led by Samsung, and a European state took equity

The round values the company above 21 billion euros. Buried in the investor list: the Grand Duchy of Luxembourg, taking shares rather than granting money.

Mistral closed a 3 billion euro round on 8 September at a post-money valuation above 21 billion euros. Samsung Electronics led it, with EQT’s Scaleup Europe Fund and PSG Equity as co-leads.

The lead investor is Korean, which is the detail that undercuts the word sovereign in every account of this round.

The Grand Duchy of Luxembourg appears on the cap table as a new investor: a state buying equity in a model vendor rather than funding one. ASML and Nvidia both appear as existing investors, so the lithography supplier and the GPU supplier are already shareholders in their own customer. Mistral says it will hold 1 gigawatt of European compute by 2030.

The number the valuation is actually betting against is on Mistral’s own page and in no headline: 125 or more enterprises across 20 countries. That is the base a 21 billion euro price has to grow from.

For anyone whose data-residency requirement currently forces a US endpoint, the useful change is that the European alternative is now capitalised well enough to still exist in three years. That is a different claim from the model being as good.

What it changes If EU residency is a hard constraint in your stack, re-price the assumption that meeting it means accepting a worse model. Do not re-price it on the valuation; re-price it after you benchmark.

Mistral’s own announcement page carries no date and no byline, which is why the dated TechCrunch report is the filed source. The valuation, the 1 gigawatt target and the enterprise count are all company-stated and unaudited. Luxembourg’s stake size is not disclosed.

What they gain if this is true
The paper’s best guess: Mistral gains from every figure in its own unbylined announcement being repeated, and TechCrunch gains nothing from the round succeeding, which is why the dated secondary is the better record here than the undated primary.
